Pricing Bill Introduced
On Wednesday,
Senator Tom Patton (R-Strongsville) introduced the OHCA pricing
legislation as
Senate Bill 295. Six other Senators cosponsored the bill. S.B. 295 would
fully
implement the pricing system on January 1, 2011, in place of the normal
mid-year ratesetting. In addition to moving all skilled nursing
facilities to
price on January 1, the bill would increase the direct care component of
the
price. Because moving to price without any adjustments actually would
save the
state money, the direct care increase would be budget neutral compared
to what
the state would spend under the current reimbursement methodology. S.B.

also would add the consolidated services (or bundling) payment to the
direct
care component, resulting in the bundling payment being case mix
adjusted. The
General Assembly is in recess until the November elections, but we are
aiming
for the bill to be considered when the legislature reconvenes for the
lame duck
